1.1 Northern Ireland Rally Championship Calendar: -

1.2 If any of the above events fail to run on the date (‘s) listed above it shall cease to be a round of this year’s Championship. (ANICC Rule 14.applies).
1.3 The official title of the Championship is:
The “PACENOTES” N.I. Rally Championship
2.1 The “Pacenotes” Northern Ireland Rally Championship is promoted and organised by the Association of Northern Ireland Car Clubs, this championship and these regulations have been registered with the MSA. (Waiver of Permit No: TBN.)
2.2 Organisers of qualifying events retain the sole right to select and accept entries for their events and the Championship cannot be held responsible for refusal of an entry. It is a competitor’s responsibility to obtain Event Regulations and make his/her entries.
2.3 For event award purposes, the organisers of each qualifying event must provide classes for each Championship class. Organisers may sub-divide classes if they wish, or include additional classes.
2.4 In the case of any dispute relating to the Championship it will be referred to the panel of Championship Stewards as appointed by the ANICC, namely: Ronnie Trouton MBE, Seamus McCanny and, John McLernon.
2.5 From time to time the Championship Co-ordinator may issue a Competitors’ Bulletin to all registered competitors. This will have the same force as these regulations.
3.1 Eligibility for the Championship is reserved to those who hold suitable Competition Licences issued by the MSA or Motorsport Ireland.
3.2 Competitors registered for the current years ANICC Clubman’s Stage Rally Championship will be eligible to register for the “Pacenotes” N.I. Stage Rally Championship in the same category (i.e.: a driver registered for the clubman’s championship may register as a driver for this N.I.Stage Rally Championship. Likewise, a co-driver registered for the Clubman’s Stage Rally Championship may register for this N.I.Stage Rally Championship in the category of co-driver.
4.1 Registration for the Championship is compulsory. No registrations will be accepted after the close of documentation/ scrutiny on the third (3rd.) round of the current years championship.
4.2 Competitors must register as either a driver or co-driver by completing a registration form and returning it to the Registrar’s address below accompanied by a fee of £20stg. (twenty pounds) per crew member (Cheques/Postal Orders should be crossed and made payable to the ANICC). Points will only be awarded for competing in the category for which a competitor has registered.
4.3 Competitors (Drivers and Co-Drivers) will receive tables showing up-to-date Championship positions, and their names and addresses will be forwarded to organising Clubs for the purpose of sending Event Regulations.
4.4 Competitors must display all Championship decals clearly on the car in the locations specified by the Championship Co-ordinator, i.e. Championship Door Squares as per diagram below. Championship decals must not be trimmed/altered/covered in anyway. NO DECALS DISPLAYED = NO CHAMPIONSHIP POINTS AWARDED ON THE DAY.

4.5 Registered Competitors must officiate (Marshal, Timekeeping, Etc.) on one ‘Stage Rally’ event organised by a member Club of the ANICC during the current year before the finish of the penultimate round of this championship. ‘oo’ duties do not count. Registered competitors will be issued with a championship registration card. Either the ‘Clerk of the Course’ (or his/her deputy) or a ‘Stage Commander’ of the event on which you assist MUST duly sign your card to that effect. The signed card must be returned to Frank McMullan, on or before Thursday 4th November 2004.
(The onus to ensure this regulation is complied with rests entirely with the competitor.) All competitors who comply with this regulation will be awarded five extra class points and five (5.) extra overall points at the end of the championship. Any competitor who fails to assist as outlined above will have ten points (10.) deducted from their class and overall points totals . Therefore the results of this championship will not be declared ‘Final’ until these points have been credited to or debited from each participants points totals gained on the championship events. (Art. 6.2 also refers)
5.1 The Championship will be divided into eight classes as follows:
Class 1 Group N cars up to and including 2000cc (see Article 5.4 for definition).
Class 2 Group N cars over 2000cc (see Article 5.4 for definition).
Class 3 Clubman (Group A and modified) cars up to and including 1450cc.
Class 4 Clubman (Group A and modified) cars from 1451cc up to and including 1650cc, having not more than 2 valves per cylinder.
Class 5 Clubman (Group A and modified) cars from 1451cc up to and including 1650cc, having more than 2 valves per cylinder.
Class 6 Clubman (Group A and modified) cars from 1651cc up to and including 2100cc, having not more than 2 valves per cylinder. – Two wheel drive cars only
Class 7 Clubman (Group A and modified) cars from 1651cc up to and including 2100cc, having more than 2 valves per cylinder.
Class 8 All other eligible cars (ref. K37.1)
5.2 All cars must comply with the current MSA vehicle regulations (including the requirement for all vehicles to produce a logbook) appropriate to the vehicle entered.
5.3 Turbo engined cars, class determined by capacity x 1.7; Rotary engined cars, class determined by capacity x 2.
5.4 Vehicle Regulations for Classes 1 & 2. (Note: ALL competitors take note of Art. 5.6)
5.4.1 Cars eligible for Classes 1 & 2 are those, which are, or have at any time been, homologated in Group N as defined in FIA Appendix J, also any series production car that is, or has been, available for general sale in Northern Ireland.
5.4.2 The standard specification of any model shall be determined by FIA Homologation papers in the case of current and former Group N cars, and by manufacturers, or other, workshop manuals in the case of all other cars.
5.4.3 In all cases the degree of modification from standard shall be as provided for under FIA 2004 regulations for Group N.
5.4.4 The onus of proving eligibility for Classes 1 & 2 rests solely with the competitor.
5.4.5 Regulation 5.3 applies.
5.5 The onus is on the every competitor to ensure that they are entered on each championship event in the correct class.
6.1 Should any car be found to be ineligible for the class entered on any Championship event, or if any competitor is excluded from a Championship event for fraudulent or un-sportsmanlike behaviour, or bringing the sport into disrepute, all points scored by both crewmembers to date shall be forfeited. Additionally, any registered competitor who brings the sport into disrepute through the un-authorised use of private and/or Forest Service lands will result in the forfeiture of any points awarded (to-date) and the annulment of their registration for this championship.
6.2 Article 4.5 may be waived at the discretion of the Championship Co-ordinator in relation to registered competitors not residing in Northern Ireland.
7.1 The scoring system shall be as follows:
Points will be allocated to registered competitors according to their position relative to other registered competitors in the final classification of each event: 15, 14, 13, 12, 11, 10, 9, 8, 7, 6, 5, 4, 3, 2, 1.
7.2 Each class will be scored separately with the leading registered Driver and Co-Driver in each class being allocated ten class points, with one point less being allocated to each successive registered competitor.
7.3 Drivers and co-drivers will be awarded an additional ONE point in both Overall and Class categories for each Championship event on which they are listed as a ‘ starter ’ on the official event results. These points will be allocated throughout the course of the championship
7.4
In the event of the
penalty in Article 6.1 being applied, there will be no adjustment to the scores
of other competitors.
7.5
Points awarded in one class cannot
be transferred to any other class. Likewise points gained as a driver or co-driver
are not transferable if the competitor changes ‘discipline’ during this championship.
Thus points will only be awarded to competitors who compete in the discipline
for which they are registered.
7.6 Overall ties will be decided in favour of the Competitor with the greatest number of maximum point scores considering all events; failing this, the greatest number of second points finishes, and so on down to fifteenth points scored until the tie is resolved. If any further ties remain they will ultimately be decided on the basis of performance in the sequential order of events.
7.7 Class ties shall be decided in a similar fashion, by considering points scored down to tenth registered Competitor in class.
7.8 Points will not be awarded until a competitor has registered i.e.: no retrospection of point’s allocation.
7.9 The provisional results of the Championship shall not be finalised until Arts. 4.5 and 6.2 have been applied. Competitors will be notified of the Final Championship results by way of a Competitors Bulletin and ‘official’ Championship point’s tables issued by the Championship Co-ordinator.
7.10 New for 2004: For the purposes of both Overall and Class Championship points the following shall apply:
9 or 8 events run - 7 to count
7 or 6 events run - 6 to count
5 or 4 events run - 4 to count
If less than 4 rounds run there shall not be a Championship.

8.2 The Overall Champions (i.e.: Driver and Co-driver)will not be eligible for class awards. Second and third place Overall award recipients will be eligible for their respective class awards.
8.3 See also Article 9.3 and Article 10.3
8.4 Additional awards may be presented at the discretion of the Championship organising Committee (ANICC Stage Rallies Specialist Committee). Registered Competitors will be notified in a Competitors’ Bulletin.
9.1 Eligibility - Drivers registered for the Northern Ireland Rally Championship who are under the age of 25 years on 1st January 2004. (The onus of proof rests with the Driver).
9.2 Scoring - Points will be awarded to eligible Junior Drivers as per Article 7.1 on each round of the Northern Ireland Rally Championship. (NIRC) Article 6.1,6.2, 7.3,7.4, 7.5,7.6,7.7,7.8,7.9,7.10 apply.
9.3 Awards - 1st Junior Driver - Trophy
Article 8.2 does not apply to this award.
10.1 Eligibility – Any ‘female’ Driver or Co-driver registered for the Northern Ireland Stage Rally Championship. (NIRC)
10.2 Scoring – Points will be awarded to eligible competitors as follows: For each eligible driver and co-driver listed as an official finisher on the event entered – Five (5.) points Plus the points scored in their respective classes. (Articles: 6.1/6.2/7.2/7.3/7.4/7.5/7.6/7.7/7.8/7.9/7.10 apply.)
10.3 Awards– 1st. Lady Driver. (Northern Ireland Ladies Champion –Driver.)
1st. Lady Co-driver. (Northern Ireland Ladies Champion –
Co-driver.)
Article 8.2. does not apply to these awards.
